It's not quite the stupidest thing I've ever heard but it's pretty close.

Its just political rhetoric. Placating the manufacturing industries workers. They know the industries that benefit from NAFTA are just as big of a reason to stand pat, not to mention the better flow overall of trade, at least US/Canada wise.

He didn't elaborate, but earlier this week, Trade Minister David Emerson and Finance Minister Jim Flaherty said U.S. officials should not forget the benefits of the agreement and hinted Canada could respond to a NAFTA pull-out by renegotiating U.S. access to Canada's oil.
